For Producer Responsibility Organziations (PROs), there are additional specific requirements related to licensing and regular performance reviews by the competent authority. This requires robust processes, traceable data flows, and proper compliance with legal requirements. Manufacturers (including importers) must join a collection organization to avoid a sales ban.Under the Battery Act, collection organizations must be licensed by the EAR Foundation. As part of the licensing process and regular performance reviews, they must submit reliable evidence and independent expert reports to the competent authority.
